Switch to "Release" and Split the build and test to reduce the artifacts size.

lintao@ihep.ac.cn requested to merge lintao/ci/split-build-test into master

If debug information is included, both the build and install directory became large. It is difficult to upload the artifacts. So in this MR:

  • we switch back to "Release",
  • and split the build and test in CI
