REC：change sort while combine silicon and TPC

FU Chengdong requested to merge fucd/CEPCSW1:full into master
  • Change radius sort to z sort for TPC and radius sort for silicon, to improve the efficiency for track at about theta 50 degree and p 0.7 GeV/c.
