Draft: Update true muon tag alg

lihn@ihep.ac.cn requested to merge lihn/CEPCSW:true_muon_tag_update into master

Tasks:

  • Update true muon tag (TrueMuonTagAlg.cpp) to use new MUON DetID.
  • Move the alg from Reconstruction/RecAssociationMaker into Reconstruction/ParticleID
  • Implement fake rate for other particles.
