fix ACTS sitrack reconstruction for tdr24.12.0

Adjusted the ACTS reconstruction algorithm for the vertex detector geometry updated on tdr 24.12.0. what's new:

1. Add several Properties for seeding finding / CKF
2. Add Property "AssumeParticle" (default muon) for the assumed particle of the reconstruction alg.
3. upgrade vertex geometry and material mapping
