Add CEPCAnalysisNtuple and PrimeTag workflow

Adds CEPCAnalysisNtuple, PrimeTagSvc, and scoped FinalPIDSvc support. FinalPID WP/model files are external runtime data from CEPCSW CVMFS or env overrides; binary ROOT WP files are not included.
