Add CaloHitsCreator and supporting tools to Cyber3DPFA

Migrate Settings class, Algorithm base class, and CaloHitsCreator from CyberPFA into the Cyber3DPFA skeleton with improved encapsulation (get*/require*/set* accessors, const-correct ReadSettings, optional decoder field handling). Integrate CaloHitsCreator into Cyber3DPFAlg for reading ECAL/HCAL digitized hits with MC truth associations. Update script I/O paths to use ./out/ convention.
