Prepare the GitLab CI

lintao@ihep.ac.cn requested to merge lintao/CEPCSW:lintao/ci/gitlab into master

According to the doc in GitLab, the developer role is required to run the pipeline.

Also in this doc, the merge request from fork is able to run the pipeline in parent's project if the people is already in the same group.
