New Geometry of ITK & Debugging for Simulation

The updating containes 3 main parts:

1. Create staggered stave geometry v1 & v2 of ITKB, with the supproting xml files, CMakeList file, but not applied in TDR_o1_v1.xml.
2. Create 8 layers simple ITK endcap in FTD_SkewRing_v01_06.xml
3. Update the momentum calculation function in [GenericTracker/MuonEndcap/MuonBarrel]SensitiveDetector.cpp which inherited the mistakes from $DD4hep/Object.cpp mean_leangth function
