add acts geometry files

Add acts SiTracker geometry files, including:

  1. a tgeo root file geonerated by TDR_o1_v01/TDR_o1_v01-onlyTracker.xml
  2. a tgeo config file selects the sensitive surfaces of the detector
  3. a mapping config file, which maps the material on the sensitive surfaces of the detector These files are used by ACTS silicon track reconstruction at CEPCSW/Reconstruction/RecActsTracking
