Add guineapig.particlesPerEvent option, including documentation 

Add Helper Input and GuineaPig for further expansions in the future

Set on the command line with

   --guineapig.particlesPerEvent=123

or in the steering file

   SIM.guineapig.particlesPerEvent=123
