DOM L3: Not to deviate from the spec, DOMBuilder::parseXXX methods should not take reuse as parameters
Similar to SAX2XMLReader, reuse flag should be set through setFeature.
Besides add non-standard extension set/getProperty for setting the schemalocation property.
