Replace the sanityTest script with individual automake test scripts.
These use the same expected test data as the CMake tests, as well
as the same test names.  The individual test output is stored
in expected/${test}.log, and the test log in scripts/${test}.log,
including the diff between the observed and expected output.  This
makes diagnosing and fixing tests much easier.

This removes non-portable pattern rules and simplifies the logic.
It is now possible to build with BSD make and without any
assumptions about the automake internals.

Execute libtool patching code for --disable-rpath in config.guess instead of configure since now libtool is created in in config.guess.

The test to detect if the CPU was SSE2-enabled using __get_cpuid was reversed; configure.ac was testing for the presence of emmintrin.h before detecting which compiler option turned on SSE2, and the header cannot be used until that switch has been set

Get rid of automake convenience libraries. Link messages for the ICU message loader directly into libxerces-c instead of a separate library.
