besio: add raw reading function

  • besio
    • Fix: fix parse rule of root binary data
    • Add: RawBinaryReader for reading raw data files
    • Modify: rearrange besio_cpp structure
    • Modify: release GIL when reading root/raw files in c++
  • tests
    • move test data to a standalone directory
