nuosc.py update

  1. added options PDG2020 and PDG2022, removed old ones (except YB).
  2. Replaced argument name NMO (Normal Mass Ordering) by NO (Normal Ordering) to avoid confusion. Changed the argument name in scan.py and bayesian.py.
  3. Fixed matter effect treatment in AntiNueSurbProbYB().
