Too much hassle to ensure that the list was not duplicating the entries in the list

The original implementation also caused infinite loop by appending to the list that was iterated over causing ddsim to use up all the memory and not do anything

Added a test with an example ddsim steering file

Move generator status setting to common place

Since 1.26 (ab9a96e6) we are seeing `ddsim` exceptions on certain Open Science Grid nodes/sites. Those sites appear to configure the running of singularity containers in such a way that no usernames are associated with the uid.

Everywhere but in Meta, where we want to allow adding arbitrary information

DDSim: OutputConfig: add forceLCIO, forceEDM4HEP, forceDD4HEP flags to force a specific output plugin

Move configuration to OutputConfig

Geant4DetectorConstruction: forward debugLimts, printPlacements, printSensitives to Converter code from plugin
