Everywhere but in Meta, where we want to allow adding arbitrary information

This is the more sensible default and needed by the track reconstruction. Avoid problems when people don't use steering files
Parameters set for Geant4TrackerWeightedAction are the defaults

Move module doc to class doc so we can use it in the automatically created steering file

Change docstrings to be more sensible
